Minimum Requirements
Candidates must meet the following criteria:
- Education: Matric and a Bachelor of Science Degree, Humanities, or BTech in Human Resources or a relevant NQF Level 7 qualification

- Other Requirements: Valid driver’s license

Key Responsibilities
The Snr Specialist: HR Business Partners is responsible for ensuring the HR function supports organizational priorities and fosters an equitable, high-performance work environment. Responsibilities include:
HR Partnership and Stakeholder Engagement
- Collaborate with business clients and stakeholders to attract, recruit, develop, and retain talent
- Provide guidance on HR practices and support strategic human capital initiatives
- Ensure HR activities align with the City’s goals, enabling sustainable workforce management
HR Strategy and Policy Development
- Contribute to the formulation of HRM&D strategy, SDBIP, and HR policies
- Stay updated on policy changes, labor legislation, regulations, and best practices
- Make recommendations to management on HR strategies and policy implementation
HR Functional Delivery
- Align HR functional design, process efficiency, and technology to ensure effective HR administration
- Maintain HR records, documents, and reports to facilitate data-driven decision making
- Implement HR solutions that improve operational efficiency and service delivery
Workforce Planning and Organizational Design
- Conduct and monitor workforce planning within departments
- Ensure organizational design supports departmental strategy and operational objectives
- Implement programs that enhance workforce capability beyond project management phases
Recruitment and Selection Oversight
- Monitor and quality-assure the recruitment and selection process to comply with HR policies and service level agreements (SLAs)
- Ensure fair and transparent selection practices that improve employee satisfaction and retention
Employment Equity and Labour Relations
- Implement and monitor compliance with the Employment Equity Policy and EE Plan
- Promote equitable workforce practices and positive labor relations
- Support staff morale and a fair, consistent, and transparent work environment
Training and Development
- Ensure implementation of the Training and Development Policy to create a learning organization
- Foster a culture of performance, continuous learning, and innovation
- Identify skills gaps and develop programs to support career growth and organizational needs
Communication and Change Management
- Translate complex HR concepts into actionable guidance for staff at all levels
- Support departments in change initiatives and organizational transformation
