The CFO will lead the finance function, ensuring compliance with statutory regulations, promoting strategic financial planning, and overseeing operational and managerial responsibilities within the directorate.

Key Responsibilities

Financial Management and Reporting

  • Compile accurate departmental financial statements and annual budgets.
  • Develop and maintain an effective standard chart of accounts.
  • Monitor accounting systems, internal controls, and financial administration processes.
  • Ensure financial reporting aligns with legislation such as PFMA, Treasury Regulations, and DoRA.
  • Provide value-adding reports to management and external stakeholders.

Supply Chain and Asset Management

  • Oversee supply chain compliance, procurement, and contract management.
  • Manage asset management, logistical and transport services.
  • Conduct compliance audits and facilitate performance and forensic audits.
  • Support internal audit committees and follow up on audit queries.

Strategic Leadership and Human Capital

  • Develop and implement the business/strategic plan for the directorate, aligned with Chief Directorate goals.
  • Facilitate coaching, mentoring, and performance management of staff.
  • Ensure operational plans and service delivery improvement plans are implemented.
  • Authorize, control, and monitor the directorate budget and expenditure.

Governance and Compliance

  • Monitor adherence to public financial management legislation.
  • Maintain knowledge of best practices and developments in financial management and public sector compliance.
  • Coordinate pre-entry assessments, personnel suitability checks, and integrity evaluations.

Required Qualifications and Competencies

  • Educational Qualification: Grade 12 plus an undergraduate qualification (NQF Level 7) in Financial Management recognized by SAQA.
  • Experience: Minimum of five years in senior managerial roles; CA qualification is an advantage.
  • Technical Skills: Advanced financial and analytical skills, knowledge of Supply Chain Management in the Public Service, and expertise in financial prescripts.
  • Core Competencies: Strategic capacity, leadership, people management, empowerment, integrity, financial management, change management, program and project management, problem-solving, and client orientation.
  • Other Requirements: Valid driver’s license.
